The Snohomish PUD has a number of resources available.
To report an outage by phone call 425-783-1001. You can also report outages online at this link.

The PUD Outage Map gives you the general location and number of customers without power and updates automatically.

The City of Everett Public Works Department has a number of resources to keep handy.

To report water, sewer, road or traffic control problems, (including potholes), call
City of Everett 24/7 dispatch 425-257-8821 or submit a service request online.

There is also a great Frequently Asked Questions here that covers everything from the Snow Removal Plan to filing a damage claim against the City.

It’s not an immediate threat or emergency but you want to report it to Everett Police or Fire Departments
