In 2022, the Everett City Council approved $2.79 million to go towards a pallet shelter community for the homeless (Resolution 7775). The money came from COVID relief funds from the $20.1 million that the city received from ARPA.
Three years later, the shelter is nearly ready to go.
The pallet community is located along Sievers Duecy Boulevard near the intersection with Glenwood Avenue.
The pallets will be occupied by women and children and managed by Volunteers of America Western Washington (VOAWW).
Critics of the location noticed there is not much within walking distance for those who will live at the shelter. It is located along a long stretch of massive industrial buildings.
The pallet shelter is the city’s third pallet shelter and the second on city-owned land. Now called the “Palisades,” 40 pallets are located at the Everett Gospel Mission, adjacent to the Men’s Shelter on Smith Avenue.The other, smaller pallet shelter, is an 8-unit location at Faith Lutheran Church in the Madison neighborhood.
The pallet program will include 20 pallets, two community buildings, and restroom/hygiene facilities on-site.
The Pallet shelter is limited to two years of operation with an anticipated start date in December 2025.
The Pallet shelter homes are made by a company called Pallet, with factory headquarters here in Everett.
