Primary ballots returned by day in 2025
The data is in for the Everett Primary races (updated 8/6). So far 110,050 ballots have been counted out of 475,251 registered voters in Snohomish County, which would only be only a 23.16% turnout if more ballots didn’t come in.
Here’s how things are shaping up for Everett elections. The top two candidates would proceed to the general election. More ballots are expected to be counted over the coming days which could change the results.
Scott Murphy currently holds a narrow lead over incumbent, Cassie Franklin.

- Rich Ryan: 2.97%

City of Everett Council District 1:
Steven Hem holds a narrow lead over Weir and Rutledge. This may be a close race.
- Sam Hem: 31.87%
- Erica Weir: 27.88%
- Mason Rutledge: 24.05%
- Bill Wheeler: 11.88%
- Steven Sullivan: 3.72%
- Write in: 0.62%
City of Everett Council District 2:
- Paula Rhyne: 56.56%
- Ryan Crowther: 39.66%
- Jonathan Shapiro (3.10%)
- Write in: 0.68%
City of Everett Council District 4:
This one will be interesting to watch. The controversy amplifies as Niko, who is in the lead, appears to be ineligible, and Burbano may be locked out of a top two position. We are still awaiting Niko’s Candidate Qualifications Declaration requested from the city legal team, which oddly has a deadline of August 10th, five days after the primary.
