On March 31st, 2025 at about 6:16 A.M., Marysville Officers responded to a 911 call for a man down in the 1200 block of 2nd St, in the City of Marysville.
Police and Fire arrived and provided lifesaving measures, but the victim, later identified as Gheorghe Sandru, had sustained a fatal stab wound to his chest and died on scene. Sandru was 66 years of age.
Local security footage identified the vehicle that the suspect had fled in as a passenger, and an alert was quickly sent to surrounding agencies. Hours later, members of the Violent Offenders Task Force (VOTF) located the vehicle with its owner, Andrew Elliott, who was detained and questioned. With no immediate information to show Elliott’s involvement with the homicide, he was released, but his vehicle was seized as evidence.
For several months, detectives continued to gather and process evidence, interviewed many people, and collected copious amounts of security camera footage and images from Marysville, Tulalip, and Everett. Numerous search warrants were authorized throughout the investigation to search involved vehicles, cell phones, call detail records, phone numbers, social media, and to examine the potential murder weapon.
The Washington State Patrol Crime Lab analyzed physical evidence, DNA swabs, and latent fingerprint lifts, which further contributed to identifying Elliott and Keith Stuard as involved in the premeditated armed robbery of Sandru and his homicide.
On July 2nd, 2025, Keith Michael Stuard was located, arrested, and booked into jail for First-Degree Murder [RCW 9A.32.030] and Second-Degree Murder [RCW 9A.32.050] for his role in the robbery and murder.
Members of the Marysville Police Pro-Act Unit and Everett Police Anti-Crime Team joined to facilitate this arrest. The following day, Snohomish County District Court set Stuard’s bail at two million dollars.
On July 25th, 2025, Andrew Prescott Elliott was located, arrested, and booked into jail for First-Degree Murder [RCW 9A.32.030] and Second-Degree Murder [RCW 9A.32.050] for his role in the robbery and murder. The Marysville Police Pro-Act Unit, working on information provided by VOTF, located and arrested Elliot.
This case is now set for arraignment on Monday at the Snohomish County Superior Court. Both suspects currently remain in custody at the Snohomish County Jail.
