Meet the City of Everett Council District 1 Candidates

It’s primary time. Primary ballots started mailing out Thursday, but we’d like to give you more context on who is running. This article is about District 1, which includes Downtown Everett and North Everett. We’ve also spotlighted District 4 candidates here.

Mary Fosse is currently the District 1 City Councilmember, but not seeking re-election. She also serves as a 38th District State Representative.

Five candidates are competing for the District 1 seat, making it the most contested city council seat this election. Following this list, you can watch a video of their debate.

Sam Hem

Sam Hem

Sam Hem

Hem is a long-time union member, organizer, and now Assistant Regional Manager for the Sheet Metal Workers Local Union 66.

He moved to Everett five years ago.

Mason Rutledge

Mason Rutledge

Rutledge describes himself as a local consultant, nonprofit leader, and civic advocate.

He owns Grand Avenue Consulting and currently serves on the board of KIROS, a regional work-faith movement. Mason previously served as President and CEO of the New Canaan Society and as President of C3 Leaders. 

He is a WSU graduate and has lived in Everett for over two decades. He and his wife are parents to three married Everett High grads.

Erica Weir

Erica Weir

Weir is a third generation Everett resident. She graduated from Everett High School, EvCC, and the University of Washington.

She has a diverse, locally-focused background, including as a former Everett tavern owner, a former Scott Paper mill worker, and a former pre-school teacher.

She is currently the General Manager of Village Theatre at the Everett Performing Arts.

Dr. Bill Wheeler

Dr. Bill Wheeler

Dr. Bill Wheeler highlights his distinguished background as a U.S. Air Force Veteran in the Security Forces, as an EHS (Environment, Health, and Safety) and facility specialist, and as a small business owner.

He believes in local control, limited government, and individual rights. Wheeler was arrested in 2013 as a co-owner of a two bikini barista stands that violated Everett adult entertainment laws.

Steven Sullivan

Steven Sullivan

Sullivan is the candidate we know the least about. He doesn’t appear to have a campaign website and didn’t show up to the online debate.

We do know he was born and raised in Everett and is a retired antique shop worker who has never turned on a computer before.

He wants Everett to have an 80 bed detox center, a downtown grocery store, a dollar store downtown, and a youth center for teens.
