What’s That Noise? Port Gardner Storage Facility Demolition Work

Demolition work related to construction of the Port Gardner Storage Facility (PGSF), located at the former Kimberly Clark wastewater treatment plant, is ongoing and may continue to produce some noticeable construction noise.

The former Kimberly Clark industrial wastewater treatment plant was purchased by the City of Everett in 2019.

The PGSF site is adjacent to West Marine View Drive at 22nd Street, just south of Naval Station Everett. Currently, the continuous noise being heard on the bluff is coming from vacuum trucks that are suctioning existing tanks on the site. The majority of this work will be completed this week.

Additional vacuum truck work will occur throughout September, but it will be intermittent and should not cause constant noise.

When completed, the PGSF will temporarily store combined sewer (wastewater and stormwater) during significant storm events when there is more combined sewer than the sewer system can handle. The PGSF will then drain the stored combined sewer to the Water Pollution Control Facility for treatment and disposal as capacity allows.

A stormwater treatment system designed to remove pollutants from stormwater runoff before it reaches the bay is also included in the project. The PGSF will be connected to the City’s existing sewer pipe network by constructing several new pipelines to bring flows to and from the facility. This project is necessary to comply with a Department of Ecology agreed order, to reduce the amount of combined sewer overflows into Port Gardner Bay by 2027.
