Prosecutors Meet Deadline – File Felony Murder Charge In Killing Of EPD Officer Rocha

This afternoon the Snohomish County Prosecutor’s office formally named Richard James Rotter in charging papers for 1st degree murder and 2nd degree unlawful possession of a firearm as a convicted felon. Those papers were filed in Everett District Court.

Rotter remains in the Snohomish County jail on five million dollars bail. Next up for Prosecutors is to re-file the charges in Superior Court by April 15th. Once that happens an arraignment date will be set.

Meanwhile planning is underway for a public memorial service to honor Officer Dan Rocha. That has been set for 1 PM on Monday April 4th at the Angel of the Winds Arena in downtown Everett, Washington.

A team of professionals is working on the plans for the service to honor Officer Rocha and his family and more details on how the service will happen, any processional route and information for the public on how to attend will be released later this week by the Everett Police Department.

There is a candlelight vigil scheduled for Sunday night April 3rd at 7:30 PM. It is being organized by the folks at Cruzin’ to Colby and will be held in front of the Everett Police north precinct at 3002 Wetmore in downtown Everett.
