Franklin Names Ryan Chief Of Staff And Harper Deputy Mayor

Mayor-elect Cassie Franklin today announced her top two appointments on her executive team. Here’s the release just received from the city…

Lyle Ryan (l) and Nick Harper (r) were named by Mayor–Elect Franklin to top roles.

Mayor-Elect Cassie Franklin has announced two executives who will join her administration in January. Lyle Ryan, currently executive vice president at Coastal Community Bank, will serve as Franklin’s chief of staff. Nick Harper, currently senior director of strategy and policy with the Master Builders Association, will be deputy mayor.

“I am thrilled that Lyle and Nick have agreed to join my administration and work with our talented City staff,” said Franklin. “They bring with them a wealth of expertise and a deep commitment to the Everett community and to our region.”

Ryan is expected to focus on day-to-day operations, including finances, human resources and technology, while Harper will help implement the City’s strategic priorities, particularly around economic and community development. Franklin’s transition advisory team will produce a final report and recommendations in January, which will help guide the administration in setting short- and long-term goals.

“The transition advisory team is made up of talented, thoughtful community leaders, and I know they’ll have valuable insights and recommendations that we can use to focus our efforts for 2018 and beyond,” said Franklin.

Debra Bryant, chief administrative assistant, will step down from her role in early 2018 and will be available as a resource during the transition.

“I share Mayor Stephanson’s deep gratitude for Debra’s intellect, financial expertise and dedication to Everett,” said Franklin. “We have all benefitted greatly from Debra’s service for the past 23 years, and she has been instrumental in shepherding the City through difficult economic challenges.”

Ryan and Harper are expected to begin their roles with the City in January.
