A 20,000 square ft. expansion is proposed for the former Top Foods. Anyone know what's going in here?

PACLAND, a Seattle developer has applied to the City of Everett for a 20,000 square foot addition to the former Top Foods Building on Everett Mall Way. The addition would be built on the west side of the building toward Michael’s. I put in a call to the PACLAND offices in Seattle but was politely told they had no comment at this time as to what the development may be. PACLAND has recent experience in Everett. They helped to re-develop a former hardware superstore into the WINCO Foods on 19th Ave. S.E. last year. Top Foods closed the Everett Mall Way store on February 16th of this year. At the other end of Everett Mall Way, Cost Cutter closed in July but Hobby Lobby has started to remodel that site into an arts and crafts super-store slated for opening early next year. With two grocers at either end of Everett Mall Way gone, Target is filling the void. Yesterday their store at 405 SE Everett Mall Way kicked off their new Fresh Grocery department with produce, meat, frozen and baked goods along with other grocery items.
